Incorporation annexations require by petition 25% of qualified electors in an area to be annexed. The 75% to 100% freeholder petition and ordinance annexation procedures remain intact with slight modifications to the 75% method. The old majority freeholder petition and election method of annexation was repealed; the 25% petition was first adopted in 1988 and was revitalized by providing for initiation of an election by petition of electors rather than freeholders. This makes three methods of annexation of privately-owned property available for adjustment of municipal boundaries. Checklists and sample forms can be obtained from the Town Clerk's office.
